Start with the parcel, not just the mailing address. Confirm whether the property is inside Monticello or in unincorporated Jasper County. For a city property, start with City Hall. For a county property, ask Jasper County Planning and Zoning about the proposed fence.
The city describes a building-permit process that starts with City Hall sign-off and then goes to the county office for issuance. Its published permit checklist does not list fences. It directs owners to contact permitting about unlisted work. Ask about your height, material, location, gates, and any related work before assuming a permit is or is not required.
Historic-district review is a separate question. The city lists a Certificate of Appropriateness for historic-district properties. Its checklist warns that work may still need that review even when a building permit is not required. Confirm the property’s status before changing a street-facing fence or gate.
The city also warns that its online zoning map may omit recent amendments. Ask staff to confirm the current parcel designation and applicable rules. An old fence, a neighbor’s fence, or a map screenshot is not a substitute for that check.
Bring the survey and a sketch of the proposed fence. Mark roads, driveway entrances, easements, drainage paths, and gates. Confirm any right-of-way or site-work requirements before setting posts.

For a home near downtown Monticello, compare the fence from the street and from inside the yard. A more open front edge and a private rear space may serve different needs. Ask about historic review before choosing those details.
For a Turtle Cove property, check the association’s own application process. Its Architectural and Environmental page lists a fence, screening, or enclosure permit application. Request the current requirements for your lot before ordering. Association review does not replace government requirements or settle property boundaries.
